Housing
Assistance
Part of our mission is to meet the housing needs of people living with HIV in the state of Maine, including short-term assistance with rent, mortgage and utility payments; tenant-based housing subsidies; and assisted living.
HAVEN, established in 1994, provides residential services and housing assistance to eligible people living with HIV and AIDS throughout Maine. The Peabody Center operates the HAVEN program in collaboration with Shalom House, the City of Portland, and case management agencies statewide.
Residential Services:

Peabody House, Maine’s only assisted living facility for people living with HIV who have significant medical issues that require long-term care, provides Facility-based Housing Assistance (FBHA) to up to six residents at one time. A team of social service and nursing care providers work together to provide 24-hour care and support to residents of varying levels of need.
Housing Assistance:
- Short-term Rent, Mortgage and Utility Assistance (STRMU) funds are available to help maintain stable housing.
- Rental subsidies are available through the Tenant-based Rental Assistance (TBRA) program.
Eligibility
Clients who are utilizing other assistance through the US Department of Housing & Urban Development (HUD), i.e. Section 8, Shelter + Care, SHP, SRO Mod Rehab, are not eligible to access the HAVEN program.
HAVEN assistance is available for low-income Maine residents living with HIV who meet the application requirements and program limits of a specific program.
